        <![CDATA[L'objectif du programme  RuralStruc Household  est de proposer une analyse renouvelée des processus de libéralisation et d’intégration économique, dépassant la seule dimension commerciale, et de leurs conséquences sur l’agriculture et le secteur rural des pays en développement. Il a aussi pour vocation de présenter une vision actualisée de la situation des économies rurales en termes de niveaux de richesse et de diversification. Les résultats obtenus permettront d’améliorer le débat entre partenaires nationaux et internationaux et de fournir des orientations sur les politiques destinées au secteur agricole et au monde rural.
Le programme repose sur un dispositif comparatif regroupant sept pays – Mexique, Nicaragua, Maroc, Sénégal, Mali, Kenya et Madagascar – correspondant à des stades différents du processus de libéralisation et d’intégration économique. Il conduit ses travaux avec des équipes d’experts et chercheurs nationaux.
Deux phases ont été retenues :
-  une première phase d’état des lieux (2006-2007) ; 
- une seconde phase d’études de cas sectorielles et régionales, appuyées par des enquêtes auprès de ménages ruraux (2007-2009).

Les principaux thèmes abordés dans le cadre de ce programme sont les suivants :
-  la restructuration des marchés agricoles et agro-alimentaires, le développement des processus d’intégration et leur impact sur la segmentation des structures de production et de commercialisation ; 
-  les transitions démographiques et économiques (en particulier, les mouvements de population active entre secteurs de l’économie) et les risques d’impasse structurelle (favorisant notamment les migrations) ; 
-  la transformation des économies rurales liée au développement des activités non agricoles et des transferts privés et publics.

Nous présentons uniquement ici les résultats et les ressources pour les trois pays entrant dans le cadre du projet Demostaf.

L'unité d'observation et d'analyse de base que l'étude décrit est le ménage rural, à l'exception du Mali : la préférence pour les ménages ruraux et non seulement les ménages agricoles était justifiée par l'objectif d'identifier plus précisément le rôle de l'agriculture par rapport aux autres activités rurales et sources de revenus. Cette option n'était pas neutre, car elle se réfère à des catégories analytiques dont la définition est plus compliquée qu'on ne le croit a priori, comme la définition de ce qu'est " rural ", sa caractérisation variant selon les pays. Les équipes nationales du programme ont examiné les définitions suivantes pour les ménages ruraux 

Ci-dessous les définitions pour les trois pays:

- Madagascar :" Le ménage est un ensemble de personnes avec ou sans lien de parenté, vivant sous le même toit ou dans la même concession, prenant leur repas ensemble ou par petits groupes, mettant une partie ou la totalité de leurs revenus en commun pour la bonne marche du groupe, et dépendant du point de vue des dépenses d'une même autorité appelée chef de ménage », le chef de ménage étant la personne reconnue comme tel par l'ensemble des membres du ménage".

- Mali : "La Loi d'Orientation Agricole (LOA), dans ses articles 10 à 28, définit ce que sont les exploitations agricoles au Mali. « L'exploitation agricole est une unité de production dans laquelle l'exploitant et/ou ses associés mettent en oeuvre un système de production agricole. Elles sont classées en deux catégories : l'exploitation agricole familiale et l'entreprise agricole. L'exploitation agricole familiale est constituée d'un ou de plusieurs membres unis librement par des liens de parenté ou des us et coutumes et exploitant en commun les facteurs de production en vue de générer des ressources sous la direction d'un des membres, désigné chef d'exploitation, qu'il soit de sexe masculin ou féminin. Le chef d'exploitation assure la maîtrise d'oeuvre et veille à l'exploitation optimale des facteurs de production. Il exerce cette activité à titre principal et représente l'exploitation dans tous les actes de la vie civile. Sont reconnus comme exerçant un métier agricole, notamment, les agriculteurs, éleveurs, pêcheurs, exploitants forestiers".

- Sénégal : "Le rural se définit par opposition à l'urbain, constitué par les villes et les communes, même à dominance rurale. Au Sénégal, les populations d'une commune sont de facto considérées comme des urbains ; or, plusieurs communes sont composées à plus de la moitié par des agriculteurs. Le ménage rural se définit comme un groupe familial résidant en milieu rural au sein duquel s'organisent la production agricole et/ou non agricole, la préparation et la consommation des repas. Traditionnellement, le ménage rural se confond avec le ménage agricole ; toutefois, on note de plus en plus que la nourriture du ménage rural provient de moins en moins de la production ou des revenus tirés de l'agriculture au sens large : production agricole, élevage, pêche et foresterie. L'unité familiale de production et de consommation16 ne coïncide pas forcément avec l'unité de résidence, ker en wolof ou galle en pulaar".

Description sommaire des enquêtes pour les trois pays :

MADAGASCAR 
Les enquêtes de ménages ont été conduites de décembre 2007 à février 2008 dans le cadre du Réseau des Observatoires Ruraux (ROR), qui effectue des enquêtes annuelles depuis une dizaine d’années, avec un dispositif regroupant seize observatoires régionaux sur la campagne concernée par l’étude.
Quatre observatoires ruraux ont été retenus afin d’illustrer la diversité des dynamiques locales en fonction de leur connexion aux marchés : Antsirabe, région intégrée et diversifiée ; Morondava, zone enclavée ; Ambatondrazaka (Alaotra) et Itasy, régions illustratives de situations intermédiaires. Les enquêtes ont porté sur un échantillon de 2 018 ménages ruraux sur la base d’un questionnaire adapté aux besoins du programme avec un ciblage privilégié sur l’analyse des revenus des ménages (niveau et structure), qui constitue une originalité de la démarche adoptée. Il résulte de ce montage opérationnel et des choix méthodologiques que les résultats ne sont statistiquement représentatifs qu’au niveau des localités enquêtées. Cependant, le choix raisonné des sites permet d’avoir une bonne appréciation des changements en cours au niveau régional et d’offrir un éclairage actualisé sur la situation et les évolutions du monde rural à Madagascar. Les résultats des enquêtes de ménages ont été contextualisés par des études régionales et des analyses sectorielles portant sur les filières structurantes des économies locales étudiées (riz, maïs, pomme de terre, haricot vert et lait). Les travaux ont été complétés par une étude sur les migrations internes et le rôle des villes secondaires.

MALI
La première phase d'état des lieux s’est déroulée d’avril 2006 à juillet 2007. Au Mali, l’étude a été portée par le bureau d’études CEPIA avec un appui scientifique de l’Institut d’économie rurale (IER) et du Centre de coopération internationale en recherche agronomique pour le développement (CIRAD).
La seconde phase s’est déroulée d’octobre 2007 à octobre 2008. Au cours de la seconde phase, le travail de terrain a été réalisé dans trois types de régions : 
- type régions « gagnantes »  (une zone dans le grand aménagement hydro-agricole de l’Office du Niger : Macina et une région de la zone cotonnière: Koutiala) ;
- type régions « perdantes »  (région de Tominian) ;
- type régions « intermédiaires » ( région de Diéma).
Dans ces quatre régions d’étude, des enquêtes ont été réalisées entre février et avril 2008 auprès de 610 exploitations agricoles familiales tirées au hasard dans 24 villages et auprès de 115 commerçants des filières agricoles étudiées.
La méthodologie utilisée repose sur :
1- le choix raisonné de 6 villages par petite région ; 
2- le tirage au sort des unités observées (les exploitations familiales) ;
3- l’interview, au sein de ces unités, des principaux gestionnaires de revenus générés par les activités agricoles et non agricoles (610 chefs d’exploitation, 643 chefs de ménage dépendants, 749 femmes ou groupes de femmes avec des activités individuelles).
Les petites régions agricoles sont relativement homogènes sur les plans écologique, agronomique et socio-économique et, comme l’analyse des données le montre, il existe une plus grande hétérogénéité intra-villageoise qu’inter-villageoise. Le traitement des informations collectées permet de représenter les situations régionales avec un assez bon niveau de confiance pour l’année 2006/07, en particulier pour les revenus des exploitations familiales. L’originalité du programme repose sur une analyse basée sur l’estimation des revenus ruraux, généralement peu pratiquée avec une telle taille d’échantillon, les enquêtes de ménages privilégiant généralement la mesure de la pauvreté à partir d’une approche par les dépenses.

SENEGAL
La première phase d'état des lieux s'est déroulée d'avril 2006 à février 2007. La seconde phase s'est déroulée d'octobre 2007 à juin 2009. Au cours de la seconde phase, le travail de terrain a été réalisé dans quatre zones agro-écologiques : le Delta du Fleuve Sénégal (Delta), le Centre-Nord du Bassin arachidier (CNBA), le Sud-Est du Bassin arachidier (SEBA) et la Haute et Moyenne Casamance (HMC). Ces zones correspondent à trois types de régions (« gagnantes », « intermédiaires » et « perdantes ») et ont été choisies sur la base des résultats de la première phase, de l'expertise des équipes nationales partenaires, et de critères variant selon le contexte mais tous liés à l'accès aux marchés, à la présence de filières locales structurantes, au niveau des investissements et de biens publics, et à la situation des ressources naturelles. 
Dans ces quatre régions, des enquêtes ont été réalisées auprès de 980 ménages ruraux tirés au sort dans 34 localités. Dans chaque zone d'étude, les villages ont été sélectionnés sur la base d'un choix raisonné. Au total, le nombre d'enquêtes a été réparti équitablement entre les quatre zones (236 ménages ont été enquêtés dans le Delta, 253 dans le CNBA, 252 dans le SEBA et 239 en HMC). 
De plus, les enquêtes de ménages ont été complétées par des analyses de filières concernant des produits stratégiques : riz, tomate industrielle, patate douce, manioc, arachide, viandes, lait, vannerie, cuirs et peaux.

4) Les stratégies de gestion des pénuries alimentaires et les perceptions des ménages quant à l'évolution de leur sécurité alimentaire, les dépenses courantes et occasionnelles, les investissements en biens durables, le crédit, l'épargne, ainsi que les transferts que les ménages ruraux peuvent envoyer aux autres.

5) Les trajectoires et perspectives des ménages ruraux en termes d'activités : activités des parents, développement d'activités non agricoles et perspectives pour les enfants en termes d'activités et de transférabilité agricole, ainsi que perception de l'évolution des moyens de subsistance.]]>

          <![CDATA[Avec l'objectif de 300 à 400 ménages enquêtés par région (soit entre 900 et 1 200 enquêtes par pays), les équipes nationales du programme ont procédé à l'échantillonnage en deux étapes. 
La première étape a consisté à sélectionner les localités à enquêter, en tenant compte des caractéristiques des régions et de l'expertise de l'équipe nationale. 
La deuxième étape était l'échantillonnage lui-même, qui était basé sur des listes de recensement existantes ou des listes de ménages de localités préparées intentionnellement. 
Ensuite, les ménages ont été sélectionnés au hasard, en ciblant un nombre suffisant de ménages par localité pour permettre une représentativité au niveau local.

Dans les sept pays, 8 061 enquêtes sur les ménages ruraux ont été sélectionnées pour l'échantillon dans 26 régions et 167 localités (selon la structure d'établissement), et 7 269 ont été interviewées avec succès et conservées pour l'analyse. Au Mali, les 634 enquêtes sur les ménages (au niveau des exploitations familiales) ont été complétées par 643 entretiens avec des ménages dépendants et 749 entretiens avec des femmes.]]>

Si le chef de ménage était absent ou indisponible, et s'il n'y avait pas d'autre membre adulte bien informé du ménage (par exemple, le partenaire du chef de ménage) capable de répondre à la question, le ménage était abandonné et remplacé.

Chaque équipe de RuralStruc National a organisé une formation spécifique pour les agents recenseurs et a mené un projet pilote pour tester l'instrument d'enquête.

Les entretiens se sont toujours déroulés dans la langue maternelle de la personne interrogée.

          <![CDATA[L'édition secondaire des données de cet ensemble de données de base est incluse :

1) Les données en unités monétaires locales (par exemple, les revenus, les prix, les ventes de produits agricoles) ont été converties en dollars internationaux (PPA en dollars), à des fins de comparaison entre enquêtes nationales. Les taux de conversion des parités de pouvoir d'achat ont été calculés à l'aide de la Plate-forme de données sur le développement de la Banque mondiale. Ils se rapportent à la période allant de janvier 2007 à avril 2008. Les taux de conversion entre la PPA de 1 $ et les unités de monnaie locale sont les suivants :

- Madagascar : 758,7 Ariary
- Mali : 239,6 francs CFA
- Sénégal : 258,6 francs CFA

2) Les données en unités monétaires locales ont été converties en kilocalories, à des fins de comparabilité entre enquêtes nationales. Dans toutes les zones étudiées, l'alimentation repose essentiellement sur les céréales, du moins en termes d'énergie. Ainsi, la céréale de base de chaque zone (ou panier de céréales dans le cas du Mali) a servi de référence. Les taux de conversion entre Kg de céréales et Kcal sont ceux fournis par les bilans alimentaires de la FAO (FAO 2001).
Les prix des céréales sont ceux utilisés par les équipes nationales de RuralStruc pour estimer la valeur de l'autoconsommation. Ces prix correspondent aux prix de vente moyens à la production (ou à la médiane dans le cas de Madagascar) pour l'année considérée. On notera qu'en général, le revenu agricole des ménages les plus pauvres est en grande partie constitué par l'autoconsommation de céréales, qui sont donc évaluées au prix de vente au producteur. Les prix moyens des céréales et les ratios kilocaloriques ont permis de calculer un prix pour des unités de 1000 Kcal en $PPP et ensuite de convertir les revenus monétaires estimés en revenus en

-Kenya: The household was defined as a family living together, eating together, and making farming and other household decisions as a unit.

-Madagascar : Le ménage est un « ensemble de personnes avec ou sans lien de parenté, vivant sous le même toit ou dans la même concession, prenant leur repas ensemble ou par petits groupes, mettant une partie ou la totalité de leurs revenus en commun pour la bonne marche du groupe, et dépendant du point de vue des dépenses d'une même autorité appelée chef de ménage », le chef de ménage étant la personne reconnue comme tel par l’ensemble des membres du ménage.

-Mali : La Loi d’Orientation Agricole (LOA), dans ses articles 10 à 28, définit ce que sont les exploitations agricoles au Mali. « L’exploitation agricole est une unité de production dans laquelle l’exploitant et/ou ses associés mettent en oeuvre un système de production agricole ». Elles sont classées en deux catégories : l’exploitation agricole familiale et l’entreprise agricole. « L’exploitation agricole familiale est constituée d’un ou de plusieurs membres unis librement par des liens de parenté ou des us et coutumes et exploitant en commun les facteurs de production en vue de générer des ressources sous la direction d’un des membres, désigné chef d’exploitation, qu’il soit de sexe masculin ou féminin. Le chef d’exploitation assure la maîtrise d’oeuvre et veille à l’exploitation optimale des facteurs de production. Il exerce cette activité à titre principal et représente l’exploitation dans tous les actes de la vie civile. Sont reconnus comme exerçant un métier Agricole, notamment, les agriculteurs, éleveurs, pêcheurs, exploitants forestiers ».

-Morocco : L’unité ménage renvoie au groupe domestique qui est défini comme une unité de résidence, de production et de consommation. Le plus souvent, le groupe domestique a pour noyau une famille, à laquelle peuvent s’ajouter des parents éloignés ou des « étrangers ». Il peut aussi se composer de plusieurs familles nucléaires comme il peut rassembler des personnes sans aucun lien de parenté.

-Mexico : El Instituto Nacional de Estadística Geografía e Informática (INEGI) usa el concepto de localidad que define como “todo lugar ocupado por una vivienda o conjunto de viviendas, de las cuales al menos una está habitada. El lugar es reconocido comúnmente por un nombre dado por la ley o la costumbre”, y por otro considera que una localidad es rural cuando tiene menos de 2 500 habitantes. El INEGI define también en concepto de hogar como una “unidad doméstica [que] hace referencia a una organización estructurada a partir de lazos o redes sociales establecidas entre personas unidas o no por relaciones de parentesco, que comparten una misma vivienda y organizan en común la reproducción de la vida cotidiana a partir de un presupuesto común para la alimentación, independientemente de que se dividan otros gastos”.

-Nicaragua : Se define hogar como el número de personas comparten una olla común. Un hogar puede estar compuesto de una o más familias. La definición oficial en Nicaragua de rural es aquel territorio que “comprenden los poblados de menos de 1000 habitantes que no reúnen las condiciones urbanísticas mínimas indicadas y la población dispersa.” INEC, 2007

 -Senegal : Le rural se définit par opposition à l’urbain, constitué par les villes et les communes, même à dominance rurale. Au Sénégal, les populations d’une commune sont de facto considérées comme des urbains ; or, plusieurs communes sont composées à plus de la moitié par des agriculteurs. Le ménage rural se définit comme un groupe familial résidant en milieu rural au sein duquel s’organisent la production agricole et/ou non agricole, la préparation et la consommation des repas. Traditionnellement, le ménage rural se confond avec le ménage agricole ; toutefois, on note de plus en plus que la nourriture du ménage rural provient de moins en moins de la production ou des revenus tirés de l’agriculture au sens large : production agricole, élevage, pêche et foresterie.
